“한반도 종전선언과 평화협정 체결, 한반도비핵화, 세계YMCA평양연락사무소 설치”를 위한 세계YMCA 지도자 연대 성명서 (전문)

“화평케 하는 자는 복이 있나니 저희가 하나님의 자녀라 일컬음을 받을 것임이요” (마태복음 5:9)

세계YMCA와 아프리카연맹, 아시아태평양연맹, 캐나다연맹, 유럽연맹, 라틴아메리카 카리브해연맹, 미국연맹 등 6개지역 YMCA운동을 대표하여 한국 국민여러분과 한국YMCA 회원여러분께 평화의 인사를 드립니다. 우리는 10월 3일 DMZ 지역 파주 통일전망대와 연천 포천 지역의 세계 지질 공원을 방문하면서 78년이 넘는 분단의 비극적 현장과 남북 간 군사적 긴장을 피부로 느낄 수 있었습니다. 또한 통일 전망대에 설치되어 있는 망향단을 통해 이산가족의 눈물 나는 현실을 실감할 수 있었고 한국전쟁의 기억과 분단의 현실 앞에서 적대를 넘어 평화 정착과 통일의 그 날이 어서 오기를 진심으로 기도합니다.

1. 세계YMCA는 2018년 7월 13일 제19차 치앙마이 세계대회 결의를 통해 한반도의 비핵화와 평화 정착 그리고 북한YMCA운동의 재출범에 연대할 것을 결의하였으며 2018년 4월 27일 판문점 선언과 6월12일 싱가포르 선언 등 한반도와 동아시아의 지속가능한 평화정착을 위한 노력을 지원하기 위해 임시연락 사무소를 평양에 설치할 것 등을 결의하였습니다. 세계YMCA 사무총장의 평양 방문 시도와 아시아 태평양YMCA 연맹의 ‘한반도 평화구축을 위한 특별위원회 설치’ 그리고 아시아 태평양 지역 NGO들과의 평양 내 임시연락 사무소 설치를 위한 공동의 노력 등이 있었지만 2020년부터 시작된 코로나 팬데믹과 북한 당국의 강력한 국경봉쇄로 의미 있는 결실을 맺지는 못하였습니다.

2. 이에 세계YMCA는 2022년 7월 덴마크 오후루스에서 개최된 제20차 세계대회를 통해 제19차 세계대회 결의문의 연속선상에서 세계YMCA 평양연락사무소 설치를 위해 계속 노력할 것이며 세계YMCA는 한반도와 동아시아의 지속적인 평화구축을 위한 한반도의 종전선언과 평화협정체결, 한반도의 비핵화를 지지하기 위해 세계 시민사회와 연대하고 협력할 것을 결의하였다. 또한 평양 연락사무소를 통해 평화구축과 탄소중립을 위한 유의미한 역할을 수행할 것을 확인하였다.

3. 또한 아시아 태평양 YMCA는 2023년 9월 인도 첸라이 아시아 태평양YMCA연맹 총회를 통해 제19차 제20차 세계YMCA 결의문에 대한 지지를 재확인하며 한반도 종전선언과 평화협정 체결을 위해 노력할 것과 기후 피해국으로서의 북한 주민의 고통에 연대하며 에큐메니칼 기관을 포함한 세계 시민사회와의 연대를 통해 북한과의 기후협력을 위한 계기 마련에 노력할 것을 확인하였다.

4. 또한 우리는 한국YMCA와 아시아태평양YMCA가 제주도에 설립하기 위해 노력하고 있는 YMCA 세계 생태 평화 센터의 설립이 평화와 기후위기를 극복하기 위한 교육과 평화 기후  지도력 육성에 커다란 기여를 할 것임을 확인하며 제주도의 공동의 협력에도 감사의 마음을 표한다. 청년들을 위한 성공적인 YMCA 세계 생명 평화 센터의 설립을 위해 우리는 연대와지지 그리고 공동의 노력을 계속할 것이다.

5. 우리는 한반도의 평화정착이 동아시아 평화정착의 핵심적인 과제임을 확인하며 한미일 군사협력의 확대와 전략자산의 운용 등 확장 억제 정책에서 대결과 적대를 넘어 대화와 교류 등 평화적 노력이 한반도와 동아시아 지역에서 확대되어 나기기를 진심으로 권고한다. 그리고 바이든 대통령도 계승을 확인한 싱가포르 선언에 따라 북미 간 새로운 관계의 수립, 항구적인 평화정착 그리고 한반도 비핵화 원칙을 따라 한반도와 동아시아의 평화 경로가 만들어 지기를 진심으로 권고한다. 세계YMCA운동도 종전선언과 평화협정체결, 한반도 비핵화, 세계YMCA평양 연락사무소 설치, YMCA 국제 제주 생명 평화 센터 건립을 위해 공동의 노력을 지속해 나갈 것이다.

Statement of the World YMCA leaders' in solidarity for declaration of the end of Korean War and conclusion of a peace treaty denuclearization of the Korean Peninsula, and establishment of the World YMCA Pyongyang Liaison Office

“Blessed are the peacemakers for they shall be called the children of God (Matthew 5:9)”

Peaceful greetings to the Korean people and members of Korea YMCAs on behalf of the YMCA movements in six regions : the World Alliance of YMCAs, the European Alliance of YMCAs, the Africa Alliance of YMCAs, Latin American and Caribbean Alliance of YMCAs, YMCA of the USA, and YMCA Canada. On October 3, we visited the Paju Unification Observatory in the DMZ area and the Global Geopark in Pocheon and Yeoncheon. We observed the tragic scene of the division of the Korea over 78 years and the military tension between the two Koreas. In addition, We were able to realize the tearful reality of separated families through the Manghyangdan set at the Unification Observatory, and I sincerely prayed that peace and unification will come beyond hostility in the face of the memory of the Korean War and the reality of division.

1. On July 13, 2018, through the resolution of the 19th Chiang Mai World Council, the World YMCA resolved to support the denuclearization of the Korean Peninsula, establishing peace on the Korean Peninsula, re-launching the North Korean YMCA movement, and establishing a temporary liaison office in Pyongyang to support efforts to establish sustainable peace on the Korean Peninsula and East Asia, such as the Panmunjom Declaration on April 27, 2018 and the Singapore Declaration on June 12. There have been attempts by the Secretary-General of the World YMCA to visit Pyongyang, the Asia and Pacific Alliance of YMCAs (APAY)' "Special Committee to Build Peace on the Korean Peninsula," and joint efforts to establish temporary liaison offices in Pyongyang with NGOs in the Asia and Pacific area, but the COVID-19 pandemic began in 2020 and the strong border blockade by North Korean authorities have not produced any meaningful results.

2. In response, the World YMCA continued its efforts to establish the World YMCA Pyongyang Liaison Office as a continuation of the 19th World Council resolution at the 20th World Council held in Aphorus, Denmark, in July 2022. The World YMCA resolved to support and cooperate with global civil society for the declaration of the end of the war on the Korean Peninsula, conclusion of a peace treaty, and the denuclearization of Korean Peninsula. It was also confirmed that the Pyongyang Liaison Office would play a significant role in peace building and carbon neutrality.

3. The Asia and Pacific YMCAs reaffirmed its support for the 19th and 20th World YMCA resolutions through the General Assembly of the Asian and Pacific Alliance of YMCAs in India in September 2023, affirming the declaration of  the end of the Korean War, conclusion of a peace treaty, and making opportunities for climate cooperation with North Korea through solidarity with global civil society including the ecumenical Institutes.

4. We also acknowledged that the establishment of the YMCA International Ecology and Peace Center, which the KoreaYMCA and the APAY are working together to establish in Jeju Island, will greatly contribute to education and empowerment of leadership to overcome the climate crisis and to build peace and express our gratitude for Jeju Government's joint cooperation. We will solidify and support to establish a successful the YMCA International Ecology and Peace Center for young people.

5. We confirm that peace on the Korean Peninsula is a key task in East Asia and sincerely recommend that peaceful efforts such as dialogue and exchange should be expanded beyond confrontation and hostility in extended deterrence policies such as expansion of military cooperation between South Korea, the U.S.A and Japan and the operation of strategic assets. Following the Singaport Declaration that the President Biden confirmed too, we sincerely recommends establishing a new relationship between the U.S.A and North Korea, establishing permanent peace, and creating a peaceful path in the Korean Peninsula and East Asia. The World YMCA movements will continue to make joint efforts to declare the end of the Korean War, to conclude a peace treaty, to denuclearize the Korean Peninsula, to establish the World YMCA Pyongyang liaison office for Pyongyang, and to build the YMCA International Ecology and Peace Center.
