11월 29일, 팔레스타인 국제연대의 날(International Day of Solidarity with the Palestinian People –29 November)을 맞아 팔레스타인 파트너 JAI에서 평화로 동행하는 전 세계 멤버들에게 성명을 발표하였다.

* 국제 팔레스타인 연대의 날(International Day of Solidarity with the Palestinian People)’는 1970년, 총과 올리브 가지를 들고 유엔(UN) 총회장에 섰던 팔레스타인해방기구(PLO) 야세르 아라파트 의장의 연설에서 시작되었습니다.

"오늘 나는 올리브 가지와 자유 투사의 총을 가지고 왔습니다. 올리브 가지가 내 손에서 떨어지게 하지 마십시오. 다시 말합니다. 올리브 가지가 내 손에서 떨어지게 하지 마십시오."

팔레스타인 사람들에게 올리브나무캠페인은 평화의 상징일 뿐만 아니라 이스라엘의 불법점령으부터 땅을 지키는 것이며 팔레스타인 사람들의 생존을 위한 최소한의 몸부림이기도 합니다.

팔레스타인 사람들과 팔레스타인 연대 단체, 그리고 정의를 사랑하는 전 세계 사람들은 11월 29일을 국제 팔레스타인 연대의 날로 지키고 기념합니다. 이날은 많은 유엔 결의안에 명시된 팔레스타인 민중의 양도할 수 없는 권리인 자결권을 위해 싸우고 정의로운 평화를 증진하겠다는 헌신과 결의를 보여주는 날입니다.

지난 한 해 동안, 이스라엘 당국은 주로 가자 지구에 있는 팔레스타인 사람들을 대상으로 수많은 전쟁 범죄와 인류에 반하는 범죄를 저질렀습니다. 2022년 초부터 어린이 30명을 포함한 팔레스타인인 140명(대부분 민간인)이 이스라엘군에 의해 살해됐습니다. 올해 상반기에만 94개의 팔레스타인인 소유 건물이 철거되어 약 450명이 강제 이주를 당했습니다. 팔레스타인 사람들에 대한 이스라엘 정착민들의 폭력은 일상적인 사건이 되었고, 많은 경우 팔레스타인 사람들에게 부상을 입히고 팔레스타인 사람들의 자산에 피해를 주었습니다. 올해 초부터 750명의 어린이를 포함해 5,300명의 팔레스타인인들이 체포됐습니다. 7개의 팔레스타인 시민사회/ 인권단체가 이스라엘 군 당국에 의해 불법화되었고, 현재 이 기관들은 완전 폐쇄 또는 직원 구금에 처해 있습니다. 수천 그루의 올리브나무들이 뽑히거나 불에 탔습니다. 점점 확장되고 있는 이스라엘 정착촌(식민지)을 위해 수백 에이커의 팔레스타인 땅이 몰수되었습니다.

서안지구와 동예루살렘의 마을에서 팔레스타인 사람들을 겨냥한 이스라엘의 군사적 습격이 매일 계속되고 있습니다. 이러한 습격은 팔레스타인 사람들의 강제 이주와 재산 파괴를 목적으로 한 명백한 위협으로 특히 동예루살렘에서 빈번하게 일어나고 있습니다.

무엇보다도 이스라엘 사람들은 이스라엘 의회 ”크네세트“ 의원으로 공개적으로 파시스트 단체임을 표방한 이들을 포함한 극우 인사들을 선출했습니다. 이스라엘 좌파로 알려진 정당들은 선출되지 않았습니다. 새로 선출된 의회에서 팔레스타인 정당 두 곳을 제외한 모든 이스라엘 정당들은 국제법을 완전히 무시하고 팔레스타인의 인권과 정치적 권리를 부정하는 것에 기반한 정책을 가지고 있습니다. 차기 이스라엘 정부는 점령지와 그린 라인 내에서 팔레스타인 사람들에 대해 더 가혹한 조치를 취하는 극우 파시스트 정부가 될 것입니다. 현장에는 이미 많은 폭력이 있고 새로운 이스라엘 정부가 곧 구성됨에 따라 더 많은 폭력이 있을 것으로 예상됩니다.

국제 팔레스타인 연대의 날인 11월 29일이 다가옴에 따라 우리 공동행동연대(JAI)는 우리의 친구와 파트너들이 더 많은 행동을 취해줄 것을 요청합니다. 이스라엘의 이러한 침해행위와 부정의, 억압과 무책임, 이스라엘이 누리는 무분별한 지원과 면책에 대해 이야기해 주기를 촉구합니다. 팔레스타인 사람들에 대한 억압에 연루되어 있는 이스라엘과 세계 구성원들은 국제법을 존중하고 준수해야 합니다.

우리는 우리의 자매들인 YMCA/YWCA 운동단체, 파트너, 에큐메니칼 단체, 전 세계 연대 단체 및 활동가들이 정책 결정권자들에게 다음과 같이 요청해주기를 호소합니다.

- 이스라엘은 국제법 위반행위를 중단하라.
- 각국은 유엔총회 결의안 32/40 B에 명시된 팔레스타인의 자결권을 존중하라.
- 팔레스타인 사람들이 양도할 수 없는 자결권을 행사할 수 있도록 명확한 메커니즘을 조성하라.

팔레스타인 민중과 연대하여 우리의 국권과 인권, 굳건함을 지지하고 자유와 정의로운 평화를 향한 우리의 권리를 증진하기 위해 행동하는 모든 분들의 노력에 감사를 표합니다.

Call – International Day of Solidarity with the Palestinian People –29 November

On the 29th of November the Palestinians, Palestine solidarity groups and justice-loving people in the world will observe and mark the International Day of Solidarity with the Palestinian people. This is a show of commitment and determination to fight for the inalienable right of the Palestinian people to self-determination, as articulated in many UN resolutions, and to promote just peace.

Over the past year, the Israeli authorities committed more war crimes and crimes against humanity against the Palestinian people mainly in the Gaza strip. Since the beginning of 2022, 140 Palestinians (mostly civilians) including 30 children were killed by Israeli soldiers. 94 Palestinian owned structures were demolished in the first half of the year alone, leaving some 450 people affected and displaced. Israeli settlers' violence against the Palestinian people became a daily event, and in many cases resulted in injuries and damages to Palestinian properties. 5300 Palestinians were arrested since the beginning of the year including 750 children. Seven Palestinians civil society and human right organization were outlawed by the Israeli military authorities and are now facing full closure and/or detention of its staff. A few thousand olive trees were uprooted or torched. Hundreds of acres of the Palestinian lands were confiscated for the sake of Israeli settlements (colonies) that are increasingly expanding.

There are daily Israeli military raids on villages and towns in the West Bank and in East Jerusalem targeting the Palestinian people with clear threats of destruction and forced displacement of people, especially in East Jerusalem.

Above all of this, the Israelis elected very far right members to the Israeli Parliament "Knesset" that include openly fascist groups. While some parties who were known as the Israeli left are not any more represented there. All the Israeli political parties represented in the newly elected parliament "excluding the two Palestinian ones" have clear policies based on the full disrespect of the international law and the negation of Palestinian human and political rights. The coming Israeli government will be a far right fascist one that will push for more severe measures against the Palestinians in the occupied territory and inside the green line as well. There is much violence on the scene, and more is expected as the new Israeli government is soon formed.

As the International Day of Solidarity with the Palestinian People on November 29th, approaches, we at the EJYMCA-YWCA Joint Advocacy Initiative (JAI) calls for further actions from our friend and partners to address these Israeli violations, injustices, and oppression and the lack of accountability, indiscriminate support, and impunity that Israel enjoys. Israel and the world community members, part of whom are complicit in the oppression of the Palestinian people must respect and abide by international law.

We call on our sister YMCA / YWCA movements, partners, the ecumenical bodies, and solidarity groups and activists worldwide, to lobby their policy makers and request the following:

- That Israel ends its violations of the international law.
- That the respective countries respect the Palestinian rights of self-determination as stated in the UNGA resolution 32/40 B
- Create a clear mechanism enabling the Palestinian people practice their alienable right of self-determination

We appreciate the efforts of all those who stand in solidarity with the Palestinian people, and act to support our national and human rights and steadfastness and promote our right to freedom and a just peace
