제7차 한중일평화포럼 한국 청년리포트

한국의 청년들은 그동안 YMCA의 생명·평화의 가치를 실현하기 위한 노력들을 해왔습니다. 매년 평화가 필요한 곳, 생명이 위협받는 곳에 가서 청년의 목소리를 내는 평화순례를 다녀왔습니다. 민주주의의 성지 광주, 탈핵을 염원하며 향했던 고리원전, 그리고 평화통일을 기도하며 DMZ까지 다녀왔습니다. 올 여름에는 THHAD사드가 배치된 성주지역으로 가서 청년으로서 평화를 다시 생각하고, 공부하며, 앞으로 어떤 활동을 할지 의견을 나누고, 결의문을 쓰기도 했습니다. 또한 탈핵, 역사, 젠더, 환경 등의 주제로 11개의 평화의제를 설정하여 회원들이 청년으로서 평화에 대해 공부하고, 활동할 수 있게 자료를 만들고 있습니다. 청년은 미래를 이끌어가는 중요한 세대이기에, 더더욱 평화에 대해 생각하고 토론할 수 있는 장을 만들고자 합니다. 이번 한중일YMCA평화포럼을 맞아 한국청년들의 YMCA평화활동의 간략한 보고와 함께 중국과 일본의 청년들과 논의하고 싶은 두가지를 제안하고자 합니다.

 

한국의 청년은 이념을 넘는 화합을 상징하는 88서울올림픽 부터의 세대입니다. 밖으로는 독일의 통일과 냉전의 종식 이후의 세대이며 안으로는 군사독재와 그에 항거하는 민주화운동 역사의 마침표 뒤에 시작된 세대입니다. 그 뒤로 일본과 함께 개최한 2002월드컵에서 4강 신화의 기억을 생생히 가지고 있고 곧 다가올 새해에는 한국에서 처음 개최되는 동계올림픽을 경험하게되는 세대입니다. 이러한 모습은 분명 과거 아픈역사에 비해 더 나은 모습은 분명합니다. 그러나 한국은 평화를 이루기 위해 꼭 해결해야 할 숙제를 여전히 가지고 있으며 이 문제를 이어받게 되는 세대인 우리 청년의 삶은 실제 들여다보면 평화와 거리가 먼 것들로부터 위협받고 있습니다.

 

1) 청년의 본질적인 삶에 대한 평화

 

한국은 저출산고령화사회로 진입하고 실제 많은 부분들에서 이러한 변화와 문제를 겪고 있습니다. 이 해결을 위해 우리사회는 청년의 역할에 많은 기대를 하고 있지만 그동안 청년세대들을 위한 제도적 준비가 매우 부족했습니다. 특히 한국의 교육은 치열한 경쟁과 입시제도에 거의 맞춰져 있는 구조이며 이에 따라 다양성도 부족하여 직업 또한 적성과 의지가 아닌 사회가 선호하는 직종에만 몰리는 문제를 불러왔고 이로인해 높은 대학진학률에 비해 취업률은 극히 낮은 청년취업문제를 가져왔습니다. 그리고 경제적 자립과 안정성을 보장 받지 못하는 청년은 높은 결혼비용과 집구하기, 결혼 후에도 육아에 대한 경제문제로 인해 출산을 포기하는 상황으로 출산률도 크게 낮아지고 있습니다. 이러한 문제에서 벗어나고자 하는 청년들은 안정적인 삶을 보장하는 공무원 입시에 몰려 어릴때부터 시작된 경쟁을 계속이어가고 있으며 구직활동을 포기하기한 청년들이 크게 늘어가고 있습니다. 경쟁과 좌절이 반복되는 인생 초년기의 삶의 경험은 공동체의 구성과 관계를 맺는데에도 많은 장애가 되어 1인을 위한 문화와 소비재들이 유행이 될 만큼 청년고독이 나타나고 있습니다. 현재 한국YMCA청년들은 이러한 문제를 극복하기 위한 사회적 개선방안들과 제도들을 주장하고 있습니다. 특히 한국YMCA는 청년들이 정치에 직접적으로 참여하여 청년을 위한 제도마련을 할 수 있도록 하기위해 선거권 연령을 18세로 하향조정하는 것을 주장하고 있습니다.

YMCA는 함께 모여 배우고 어울리는 공동체입니다. 한중일평화포럼으로 모인 중국과 일본YMCA 청년들과 함께 비슷한 문제가 있는지에 대해 이야기 나누고 싶으며 ‘청년’의 본질적인 삶의 평화를 위한 방법에 대해 함께 토론해보는 자리가 지속적으로 마련될 수 있길 제안합니다.

 

2) 평화를 위해 꼭 해결해야하는 과제 ‘한반도통일’

 

한국은 북한과 유일한 세계 분단국가이며 전쟁이 멈춘 60여년 동안에도 늘 평화의 위협이 되는 환경속에서 살아왔습니다. 지금을 살고 있는 청년들 또한 이러한 불안한 조건에서 살고 있음에 대해 어릴때부터 인지하며 평화통일에 대한 학습을 하고 있습니다. 하지만 그와 반대로 평화와 반대되는 혹시 모를 전쟁을 대비하기 위해 한국의 남자 청년들은 의무적으로 군인이 되어 일정기간의 군생활을 해야합니다. 청년들이 더 이상 군에 입대하지 않아도 되는 때가 평화에 가까워진 것이라 해도 과언이 아닐 것입니다. 한반도의 분단 상황과 계속되는 갈등은 한국 뿐아니라 주변 일본과 중국 러시아와 미국까지 경쟁적인 군사력 증강에 크게 영향을 미치고 있습니다. 세계평화에도 큰 위협을 주는 한반도 평화에 대한 많은 국가와 청년들의 관심이 절대적으로 필요한 상황입니다.

 

현재 북한은 계속된 핵실험과 미사일 개발로 국제사회를 위협하고 있습니다. 한국은 그에 대응하기 위한 무기체제 도입과 연합훈련을 진행하고 있습니다. 북한의 김정은과 미국의 트럼프는 서로 언제든지 전쟁을 일으켜 지금상황을 힘으로 해결하겠다라고 하는 발언을 쏟아내고 있습니다. 이 현장인 우리나라에 가까이 있는 일본의 정부와 중국의 정부 또한 이러한 과정에 참여하여 자국의 입장을 주장하고 있습니다. 한반도의 평화는 결국 한국과 북한의 문제만이 아닌 상황이 되어버린지 오래입니다. 한국의 청년들은 일시적 평화가 아닌 영구적인 평화를 바라고 있습니다. 전쟁을 경험하지 않은 한국의 청년뿐아니라 마찬가지인 일본, 중국의 청년들도 동아시아의 평화로운 기반아래 삶을 영위해야합니다. 한국의 청년들은 평화를 얘기할 때 북한과 현재의 전쟁위기를 제외하고 이야기할 수가 없습니다. 이 평화를 위한 한국 청년들의 의식과 행동과 더불어 평화로운 해결을 바라는 일본과 중국 청년들의 관심과 대화 그리고 행동이 필요합니다. 한국의 국민들은 가난과 독재로 고통받는 북한의 동포들을 진심으로 걱정하고 있습니다. 얼마 전, 북한군 한 명이 군사분계선을 넘어 한국으로 넘어왔습니다. 그는 북한군으로부터 7발의 총탄을 맞고 생사의 고비를 넘나들었습니다. 이 소식이 언론을 통해 전해졌을 때, 우리는 귀순 병사의 쾌유를 빌었습니다. 그는 더이상 적군이 아니라 우리 동포이고 평화를 찾고자 한 한 명의 인간이기 때문일 것입니다. 한국의 YMCA청년들은 대화를 통한 북핵문제해결과 전쟁위기를 해소하는데 있어 한중일YMCA 청년 포럼을 통해 함께 논의하고 행동을 마련하길 희망합니다. 한국에 있어 전쟁이란 단어가 함부로 나오지 못하게 하는 지혜가 필요합니다. 우리의 상황을 함께 깊이 공감할 수 있는 기회가 필요합니다. 각국의 평화이슈를 나누는 것에서 나아가, 동아시아의 평화이슈를 나누며 함께 같은 행동을 해야 합니다. 3국이 모여서 평화포럼을 하는 목적은 함께 생각하고, 함께 행동하고, 함께 나아가기 위함입니다. 서로 멀리 떨어져있지만, 같은 활동을 한다면 그 호소력은 더 커질 것입니다.

 

한반도의 평화가 곧 동아시아의, 세계의 평화라는 것을 함께 기억해주시길 바랍니다. 우리는 먼 훗날, 이 평화포럼에 북한의YMCA 청년들도 함께하기를 기대합니다.

[Youth National Report : Korea]

 

National report by Korea YMCA youth

 

Korean youth have been making efforts to realize the value of life and peace of YMCA. Every year we went to a place where peace is needed, a place where life is threatened, and a peace pilgrimage that gives the youth voice. We went to Gwang-ju , shrine of democracy, Kori nuclear power plant that desirous of enucleation, and DMZ in prayer for peaceful reunification. This summer, We went to the Sungju area where THHAD(Terminal High Altitude Area Defense) was stationed and thought about peace as a youth, to study, to share opinions on what to do in the future, and to write resolutions. In addition, eleven peace initiatives are set up on themes such as enucleation, history, gender, environment, etc., so that members can study and work on peace as a youth. As a young generation is an important generation leading the future, we would like to create a forum to think about and discuss more about peace. I would like to suggest two things to discuss with the young people of China and Japan, along with a brief report on the YMCA peace activities of Korean youths at this Korea - China - Japan YMCA peace forum.

 

Youth in Korea is a generation from the 88 Seoul Olympics, symbolizing unity beyond ideology. They are the generation after Germany's unification and the end of the Cold War, and it is the generation that started in the inside after the end of military dictatorship and democratization movement against it. It is a generation that will have the memory of the four-legged myth in the 2002 World Cup held together with Japan and experience the Winter Olympics which will be held for the first time in the upcoming New Year in Korea. These looks obviously look better in the past than sick history. However, Korea still has tasks to solve in order to achieve peace, and the life of our youth, a generation that inherits this problem, is threatened by things that are far from peace.

 

1) Peace for the essential life of the youth

 

Korea has entered a low fertility and aging society and has experienced many of these changes and problems in many areas. To this end, our society has a lot of expectations about the role of youth, but institutional arrangements for young people have been very limited. In particular, education in Korea is structured almost in tandem with the competition and entrance examination system, and due to lack of diversity, the profession has not only aptitude and willingness but also attracted to the occupation preferred by the society. As a result, there is a problem of low youth employment. And young people who are not guaranteed economic independence and stability are suffering high marriage cost, housing and childcare even after marriage.

Young people who want to escape from these problems are continuing to compete at the age of adulthood because of the government officials who guarantee a stable life, and there are a lot of young people who give up their job search. Competition and frustration repeated experiences of life in the early years of life have become obstacles to the formation of relationships with the community, and youth and solitude are emerging so that culture and consumer goods for one person become fashionable. Currently, Korea YMCA youths are advocating social improvement measures and institutions to overcome these problems. In particular, the Korea YMCA has been campaigning to lower the age of voting rights to 18 years.

YMCA is a community that learns and harmonizes together. I would like to talk about this topic, whether it is similar or not, with Chinese and Japanese YMCA youth gathered at the Korea-China-Japan Peace Forum, I hope to suggest that there will be a place for discussion about how to make peace for the essential life of 'youth'.

 

2) Peaceful Reunification of the Korean Peninsula

 

Korea is the only country which has divided into South and North Korea. We have lived in an environment that has always been a threat to peace even during the last 60 years. Young people these time are aware of the fact that they live in such an unstable condition and are learning about peaceful reunification. In contrast, in order to prepare for a war against peace, male young men in Korea are obliged to become soldiers and live a certain period of military life. It is no exaggeration to say that the time when young people do not have to serve the army is closer to peace. The division of the Korean Peninsula and the ongoing conflicts have had a great impact on Korea's competitiveness, not only in Korea but also in Japan, China, Russia and the United States. It is absolutely necessary for many nations and young people to be concerned about peace on the Korean Peninsula, which poses a great threat to world peace.

 

 

Currently, North Korea continues to threaten the international community through nuclear tests and missile development. Korea is introducing a weapon system to deal with it and conducting joint training. Kim Jong Eun of the North and Trump of the United States are putting out a statement that they will always fight each other and resolve the situation by force. The government of Japan and the government of China, who are close to Korea, are also participating in this process and claim their position. Peace on the Korean Peninsula is not only a matter of South and North Korea but also Japan and China. Korean youths want permanent peace, not temporary peace. As well as the Korean youth who have not experienced the war, young people in Japan and China must live under the peaceful circumstance in East Asia. When young people in Korea talk about peace, we can not talk about North Korea except the present crisis of war. We need the attention, dialogue and action of Japanese and Chinese young people who want a peaceful solution along with the awareness and action of Korean youth for this peace.

 

Koreans are seriously concerned about North Koreans who suffer from poverty and dictatorship. Not long ago, a North Korean soldier crossed over the military demarcation line to Korea. He received 7 bullets from the North Korean Army and crossed the border of life and death. When this news was communicated through the press, we sought refuge in our soldiers. He is no longer an enemy, but a man who is our compatriots and seeking peace. YMCA young people in Korea hope to discuss and act on the North Korean nuclear issue through resolution of the North Korean nuclear crisis and the war crisis through the Korea-China-Japan YMCA Youth Forum. In Korea, we need wisdom to prevent the word "war" from coming out. We need an opportunity to deeply sympathize with our situation. We must share the peace issues in each country, share peace issues in East Asia, and act together. The purpose of the three countries gathering for the peace forum is to think together, act together, and go together. They are far apart, but if you do the same, the appeal will be greater.

 

I want you to remember that peace on the Korean peninsula is the peace of East Asia and the world. We look forward North Korea's YMCA youth would be joined this peace forum in the future.
