- 팔레스타인이 절대절명의 중대한 기로에 서 있고 더 이상 희망을 말할 수 없는 상황임을 말하면서도 이스라엘과 팔레스타인 공동의 평화와 미래에 대한 희망을 간구하며
- 지배와 점령을 정당화하는 시온이즘과 제국의 신학에 대한 반대, 이스라엘의 팔레스타인에 대한 인종차별주의와 불법 점령 그리고 지배에 대한 반대, 비폭력평화운동으로 각 국 정부와 시민사회, 개인의 BDS 참여, 평화를 위해 노력하는 종교간, 비종교간 연대와 지지, 팔레스타인 풀뿌리 민중과의 연대, 그리고 Come&See&Act 등을 요청하고 있다.

A critical point has been reached in the struggle to end Israel's oppression of the Palestinian people. As the State of Israel threatens to annex even more Palestinian land, it will effectively accomplish its goal to colonize and control all of Palestine.
Kairos Palestine and Global Kairos for Justice have issued "Cry for Hope: a Call to Decisive Action". Please add your name to this call to decisive action. "Cry for Hope" is available in multiple languages at www.cryforhope.org.
Can you help us get our freedom back? "the Palestinians called out to the world in 2009 in the Kairos Palestine "Moment of Truth: a word of faith, hope and love from the heart of Palestinian suffering." Kairos Palestine set in motion a global movement, rousing the churches to action and awakening civil society to the reality of Palestinian suffering.
But the oppression and land taking did not stop.
"Cry of Hope" joins with movements of oppressed peoples around the world in taking a stand against the politics and economics of Empire, a global order of domination manifesting in racial, economic, cultural, and environmental oppression that threatens humanity and all of creation. It calls on churches, ecumenical organizations, concerned advocates from other faith traditions, and partners from all sectors of civil society to undertake these seven actions:
- Initiate processes at local, denominational and ecumenical levels that lead todecisive action regarding the denial of Palestinian rights.
- Confront theologies and understandings of the Bible that justify the oppression of the Palestinian people.
- Support Palestinian resistance, including Boycott Divestment and Sanctions and direct political advocacy.
- Demand that governments and world bodies employ political, diplomatic and economic means to stop Israel’s violations of human rights and international law.
- Oppose equating criticism of Israel with anti-Semitism.
- Support initiatives between Israelis and Palestinians and interfaith partnerships that oppose apartheid and create opportunities to work together for justice and equality.
- Come and see the reality in the Holy Land to stand in solidarity with grassroots initiatives for a just peace.

CRY FOR HOPE: A CALL TO DECISIVE ACTION
WE CANNOT SERVE GOD AND THE OPPRESSION OF THE PALESTINIANS

We, Kairos Palestine and Global Kairos for Justice, a worldwide coalition born in response tothe Kairos Palestine “Moment of Truth: a word of faith, hope, and love from the heart ofPalestinian suffering,” issue this urgent call to Christians, churches and ecumenical institutions. We do this together with committed Christians in Palestine and around the world. This is a call for decisive action on a matter that we believe relates to the integrity of our Christian faith.
We have arrived at a critical point in the struggle to end the oppression of the Palestinian people. The State of Israel’s adoption of the Nation State Law in 2018 legalized institutional discrimination in Israel and the Palestinian territories, officially depriving Palestinians of their rights to life, livelihood, and a future in their homeland. Recent acts of the U.S. administration have supported Israel’s ongoing project of land taking and attaining control over the entire territory of Palestine. These include the 2018 move of its embassy to Jerusalem, its announcement in 2019 that the U.S. government no longer deems West Bank settlements to be“inconsistent with international law,” and the 2020 “Peace to Prosperity” plan. Fueled by U.S. support and emboldened by the ineffectual response of the international community, Israel’s newly-formed coalition government has cleared the way for outright annexation of around one third of the occupied West Bank, including the Jordan Valley. These developments make it all the more clear that we have come to the end of the illusion that Israel and the world powers intend to honor and defend the rights of the Palestinian people to dignity, self-determination, and the fundamental human rights guaranteed under international law, including the right of return for Palestinian refugees. It is time for the international community, in light of these events, to recognize Israel as an apartheid state in terms of international law.
In affirming this reality, we realize that it is incumbent upon us as followers of Jesus to take decisive action. The very being of the church, the integrity of the Christian faith, and the credibility of the Gospel is at stake. We declare that support for the oppression of the Palestinian people, whether passive or active, through silence, word or deed, is a sin. We assert that Christian support for Zionism as a theology and an ideology that legitimize the right of one people to deny the human rights of another is incompatible with the Christian faith and a grave misuse of the Bible.
We call upon all Christians and on churches at congregational, denominational, national, and global ecumenical levels to engage in a process of study, reflection and confession concerning the historic and systemic deprivation of the rights of the Palestinian people, and the use of the Bible by many to justify and support this oppression. We call on churches to reflecton how their own traditions can express the sacred duty to uphold the integrity of the church and the Christian faith concerning this issue. We cannot serve God while remaining silent about the oppression of the Palestinians.
As we face this kairos, we are mindful of the legacy of faith and action of those who have come before us and have faced circumstances of urgency and crisis. In 1933 German pastor and theologian Dietrich Bonhoeffer declared that the Nazi regime’s denial of the rights of Jews and the interference of the state into matters of religion placed the church in status confession is. The Barmen Declaration of 1934 reinforced the church’s obligation to stand up to injustice and to unequivocally oppose ideologies of tyranny. In 1964 the first General Secretary of the World Council of Churches (WCC), Willem Visser 't Hooft, stated that racism, like apartheid, constitutes a status confession is for the churches. The WCC followed this word with action in1969 in implementing its courageous and far-reaching Program to Combat Racism. In 1977the Lutheran World Federation (LWF) declared that “apartheid created a status confession is for the church” and in 1984 suspended the white Lutheran Churches in Southern Africa who practiced apartheid. In 1982 the World Alliance of Reformed Churches (WARC) declared apartheid incompatible with Christian belief, and suspended the member churches practicing racial separation. The World Communion of Reformed Churches (WCRC) in 2017 affirmed“that with respect to the situation of injustice and suffering that exists in Palestine, and the cry of the Palestinian Christian community, that the integrity of Christian faith and praxis is at stake” and directed the General Secretary to initiate six direct action steps. Since 2009, Kairos documents from ecumenical organizations from around the world have appeared in response to the Kairos “Moment of Truth” document of the Palestinian Christians, pledging action and providing theological affirmation of this prophetic call by the Palestinian churches.
The present times call for actions as bold, as faithful, and as resolute. The time for decision has arrived. “We call out as Christians and as Palestinians to our Christian brothers and sister sin the churches around the world” reads the 2009 Kairos Palestine document. Eight years later, in 2017, in the Open Letter to the World Council of Churches and the ecumenical movement, the National Coalition of Christian Organizations in Palestine wrote: "Things are beyond urgent. We are on the verge of a catastrophic collapse. This is no time for shallow diplomacy, Christians!” Now, three years later, this is a cry for hope to our brothers and sisters through out the world. We invite our fellow Christians, their local congregations, churches and international ecumenical organizations, to receive and respond to our common witness, to join the process of confessing, and to initiate processes to formally reject the oppression of the Palestinian people and any use of the Bible to justify this injustice by committing to the following actions:
• Initiate processes at local, denominational and ecumenical levels that recognize the present kairos and the urgent requirement for decisive action regarding the denial of Palestinian rights and the misuse of the Bible. These actions will express the unity of the church in its commitment to stand up to injustice wherever it is to be found.
• Engage in study and discernment with respect to theologies and understandings of the Bible that have been used to justify the oppression of the Palestinian people. Offer theologies that prophetically call for an inclusive vision of the land for Israelis and Palestinians, affirming that the creator God is a God of love, mercy and justice; not of discrimination and oppression.
• Affirm the Palestinians’ right to resist the occupation, dispossession, and abrogation of their fundamental rights, and join the Palestinians in their creative and nonviolent resistance. The 2005 Palestinian call for Boycott Divestment and Sanctions (BDS) provides a framework for economic, cultural, and academic measures and for direct political advocacy as nonviolent means to end occupation and oppression. The purpose of BDS is not to punish or isolate Israel. It is rather to exert pressure on Israel to comply with international law, and to call upon its government and its people, in the spirit of he Word of God, to enter into the ways of justice and peace, thereby affirming its own rights as well as the rights of the Palestinian people.
• Demand also that governments and world bodies employ political, diplomatic and economic means to stop Israel’s violations of human rights and international law.
• Oppose anti-Semitism by working for justice against anti-Judaism, racism and xenophobia; oppose the equating of criticism of Israel’s unjust actions with antiSemitism.
• Support initiatives between Israelis and Palestinians and interfaith partnerships that combat apartheid and occupation and create opportunities to work together for a common future of mutual respect and dignity.
• Come and see the reality in the Holy Land with compassionate eyes for the suffering of Palestinians, and stand in solidarity with grassroots initiatives on the part of all faiths and secular groups who challenge the occupation and who work for a just peace.
We make this call out of concern for the future of both peoples. In the words of Kairos Palestine, our call is rooted in the logic of love that seeks to liberate both the oppressor and oppressed in order to create a new society for all the people of the land. We continue to hold firm to the hope articulated in the Kairos document that Palestinians and Israelis have a common future -- that “we can organize our political life, with all its complexity, according to the logic of love and its power, after ending the occupation and establishing justice.” As followers of Jesus, our response to ideologies of exclusivity and apartheid is to uphold a vision of inclusivity and equality for all peoples of the land and to persistently struggle to bring this about.
We acknowledge that by our commitment as Christians to the liberation of the Palestinian people we stand against the theology of Empire, a global order of domination manifesting in racial, economic, cultural, and ecological oppression that threatens humanity and all of creation. In making this confession, we embrace our membership in the community of the broken bread, the church fulfilling its mission to bring the good news of God’s gift of love, mercy, compassion, and abundant life for all.

우리, ‘카이로스팔레스타인’과 ‘정의를 위한 글로벌카이로스’는 카이로스팔레스타인(Kairos Palestinal)의 '진실의 순간: 팔레스타인의 고통의 중심에서 일구어진 믿음, 희망, 사랑의 선언'에 대한 응답으로 탄생한 세계적인 연합체로서 전 세계 그리스도인, 교회, 에큐메니컬 기관에 긴급하게 요청한다. 우리는 팔레스타인 및 전 세계에서 헌신적인 기독교인들과 함께 행동한다. 이것은 우리가 기독교 신앙의 온전함과 관련이 있다고 믿는 문제에 대한 단호한 조치를 요구하는 것이다.
우리는 팔레스타인 사람들에 대한 압제를 종식시키기 위한 투쟁의 중요한 시점에 이르렀다. 이스라엘은 2018년에 국가법을 채택하여 이스라엘과 팔레스타인 영토에서 제도적 차별을 합법화하였다. 그리하여 팔레스타인 사람들의 생존권, 생계 및 그들의 땅(쫓겨난 고향, 향토)의 미래에 대한 권리를 공식적으로 박탈했다. 최근 미국 행정부의 행위는 팔레스타인 전 지역에 대한 이스라엘의 지배와 지속적인 토지점령 프로젝트를 지원했다. 2018년 예루살렘으로의 대사관 이전, 서안지구 불법정착촌을 더 이상 국제법과 모순되지 않는 것으로 간주하지 않는다는 2019년 미국 정부의 발표, 2020년 '평화와 번영' 계획 등이 그것이다. 미국의 지지에 고무되고 국제사회의 무능한 대응으로 대담해진 이스라엘의 새로운 연립정부는 요르단 계곡 등 점령지 요르단 강 서안의 3분의 1 정도를 전면 합병할 수 있는 길을 열어왔다. 이러한 진행은 이스라엘과 세계 강대국이 팔레스타인 국민의 존엄성, 자기 결정권, 팔레스타인 난민의 귀환 권리를 비롯하여 국제적으로 보장되는 기본적 인권에 대한 권리를 존중하고 방어하려는 노력이 환상으로 끝이 났다는 것을 더욱 명확하게 하였다. 이러한 사건들에 비추어 볼 때 국제 사회는 이스라엘을 국제법적으로 인종차별주의 국가로 인정해야 할 때이다.
이러한 현실을 확인하면서, 이제 우리는 예수님을 따르는 사람들로서 결정적인 행동을 취하는 것이 당연하다. 교회의 존재, 그리스도교 신앙의 일관성, 복음의 신뢰성이 위태로워지고 있다. 우리는 팔레스타인 사람들에 대한 소극적 말과 행동, 수동적이든 능동적이든 압제에 대한 지지는 죄악라고 선언한다. 우리는 한 사람이 다른 사람의 인권을 부인하는 입장을 정당화하는 신학 및 이데올로기로서의 시온주의에 대한 기독교의 지지가 기독교 신앙 및 성경의 중대한 오용으로서 신앙과 양립할 수 없다고 주장한다.
우리는 팔레스타인 국민의 권리에 대한 역사적으로 자행된 체계적인 박탈의 현실을 밝히면서, 성서의 사용에 관한 연구, 성찰 및 고백의 과정에 참여하기를 교회, 교파 , 국가, 세계 일치 운동의 모든 그리스도인들과 교회들에게 요구한다. 많은 사람들이 이 억압을 정당화하고 지지하고 있다. 우리는 교회가 자신의 전통이 어떻게 교회의 완전성과 이 문제에 관한 기독교 신앙을 유지해야하는 성스러운 의무를 표현할 수 있는지에 대해 생각해 보라는 요청을 한다. 팔레스타인 사람들이 당하고 있는 압제에 대해 침묵하면서 하나님을 섬길 수는 없다.
이 카이로스에 직면하면서, 우리는 긴급하고 위기의 상황을 마주했던 사람들의 믿음과 행동의 유산을 생각한다. 1933년 독일 목사 신학자 ‘Dietrich Bonheoffer’는 나치 정권이 유대인의 권리를 부인하고 국가가 종교 문제에 개입하는 것을 거부하여 교회의 고백선언을 하였다. 1934년 ‘Barmen Declaration’은 불의에 맞서고 폭정 이데올로기를 반대하는 교회의 의무를 강화시켰다. 1964년 세계교회협의회(WCC)의 제 1차 사무총장인 빌렘 비서트 후프 (Willem Visser 't Hooft)는 인종주의가 아파르트헤이트와 마찬가지로 교회의 고백을 요구하는 상황(Status Confessiones)을 구성한다고 밝혔다. WCC는 이 단어를 1969년에 인종 차별을 퇴치하기 위한 용감하고 광범위한 프로그램을 시행하고 행동했다. 1977년 루터교세계연맹(LWF)은 “아파르트헤이트가 교회를 신앙 고백상황(status Confessiones)을 만들었다”고 선언했으며, 1984년 인종차별을 정당화한 남부 아프리카의 백인 루터교 교회를 이단으로 출교시켰다. 1982년 WARC(World Alliance of Reformed Churches)는 인종차별주의가 기독교 신념과 양립 할 수 없다고 선언하고 인종 차별을 실천하는 회원 교회를 정직시켰다. 2017년 WCRC(World Communion of Reformed Churches)는 “팔레스타인에 존재하는 불의와 고통의 상황과 팔레스타인 기독교 공동체의 외침과 관련하여 기독교 신앙과 실천의 완전성이 위태로워졌다”고 확언하며 사무총장에게 6가지 직접 행동 단계를 시작하도록 지시했다. 2009년 이후, 전 세계 에큐메니컬 조직의 카이로스 문서는 팔레스타인 기독교인의 “진실의 순간” 카이로스 문서에 응답하여 팔레스타인 교회의 예언자적 부름에 대한 행동을 약속하고 신학적 확인을 제공했다.
현재 상황은 대담하고 충실하며 단호한 행동을 요구한다. 결단의 시간이 왔다. 2009년의 카이로스 팔레스타인 문서는 “우리는 전 세계 교회의 그리스도인 자매형제들에게 기독교인으로서, 팔레스타인인으로서 외친다.”고 쓰고 있다. 8년 후인 2017년 세계교회협의회와 에큐메니컬운동에 보내는 공개서한에서 팔레스타인에 있는 전국 기독교 단체 연합은 다음과 같이 썼다. “상황은 시급함을 넘어섰다. 우리는 치명적인 붕괴 직전이다. 얕은 외교의 시간이 없다, 그리스도인들이여!” 이에 호응하여 이제 3년 후에, 전 세계의 자매형제들에게 희망의 행동을 일으킨다. 우리는 동료 그리스도인, 지역 회중, 교회 및 국제 에큐메니컬 조직들에게 우리의 공동 증언을 받아들이고 팔레스타인 사람들의 압제를 위해 사용되는 성서의 오용을 공식적으로 거부하는 과정을 시작하는 것, 이러한 불의를 거부하는 고백의 과정에 참여하고 다음과 같은 행동을 참여하도록 초대한다.
• 현재의 카이로스와 팔레스타인의 권리 부정과 성서의 오용에 관한 결정적인 조치에 대한 시급한 요구를 인정하는 지역, 교파 및 에큐메니컬 수준에서 프로세스를 시작하자. 이러한 행동은 어디에서든지 불의에 맞서겠다는 결심으로 교회의 연합을 표현할 것이다.
• 팔레스타인 사람들에 대한 압제를 정당화하는 데 사용된 성서의 신학적 이해와 관련하여 연구하고 분별력을 발휘하자. 창조주 하나님이 차별과 압제가 아니라 사랑, 자비, 정의의 신임을 확인하면서 이스라엘과 팔레스타인 사람들을 위한 포괄적인 비전을 예언적으로 요구하는 신학을 제공한다.
• 팔레스타인의 점령, 분배, 기본권 박탈에 저항할 권리를 확인하고, 팔레스타인의 창조적, 비폭력적 저항에도 동참하자. 보이콧, 탈퇴 및 제재(BDS)에 대한 2005년 팔레스타인의 요구는 경제적, 문화적, 학문적 조치와 점령과 억압을 종식시키기 위한 비폭력 수단으로서 직접적인 정치적 행동을 위한 틀을 제공한다. BDS의 목적은 이스라엘을 처벌하거나 격리시키는 것이 아니다. 오히려 이스라엘이 국제법을 준수하도록 압력을 행사하고, 이스라엘 정부와 그 백성들에게 하나님의 말씀의 정신으로 정의와 평화의 길로 들어설 것을 촉구함으로써 팔레스타인 사람들의 권리는 물론 자신의 권리도 긍정하는 것이다.
• 또한 정부와 세계기구가 이스라엘의 인권 및 국제법 위반을 막기 위해 정치적, 외교적, 경제적 수단을 사용할 것을 요구하자.
• 반유대주의, 인종차별주의, 외국인 혐오에 맞서 정의를 위해 노력함으로써 반유대주의에 반대하자. 이스라엘의 부당한 행동에 대한 비난과 반유대주의를 동일시하는 것에 반대하자.
• 이스라엘과 팔레스타인 간의 공동 이니셔티브와 인종 차별과 점령에 대항하는 종교 간 파트너십을 지원하자. 상호 존중과 존엄의 공동미래를 위해 함께 일할 수 있는 기회를 창출하자.
• 팔레스타인 사람들의 고통에 대해 동참하는 연민의식을 가지고 성지의 현실을 와서 보자. 그리고 점령에 도전하고 정의로운 평화를 위해 일하는 모든 신앙과 세속적 단체들의 풀뿌리 이니셔티브와 연대하자.
우리는 이 두 민족 간의 미래에 대한 염려와 관심으로 이 소명을 만들었다. ‘카이로스팔레스타인 선언’에 따르면, 우리의 소명은 압제자를 해방시키고 압제당하는 모든 사람을 위한 새로운 사회를 만들기 위해 압제자와 해방을 추구하는 사랑의 논리에 뿌리를 두고 있다. 우리는 팔레스타인과 이스라엘 사람들이 공통의 미래를 가지고 있다는 카이로스 문서에 명시된 희망을 계속 붙잡고 있다. “우리는 점령을 끝내고 정의를 세운 후에 사랑의 논리와 그 힘에 따라 모든 복잡성을 갖고 있는 우리의 정치적 삶의 환경을 정리할 수 있다.” 예수를 따르는 그리스도인으로서, 배타주의와 인종차별주의에 대한 우리의 응답은 이 땅의 모든 민족에게 포괄성과 평등의 비전을 지지하고, 이것을 실현하기 위해 끈질기게 투쟁하는 것이다.
우리는 팔레스타인 사람들의 해방을 위해 그리스도인으로서 헌신함으로써 인류와 모든 창조물을 위협하는 인종, 경제, 문화 및 생태적 억압으로 나타나는 세계적 지배 질서인 제국을 옹호하는 신학에 반대한다는 것을 확인한다. 이 고백을 할 때, 우리는 빵을 함께 나누는 공동체의 일원으로 받아들이고, 교회는 하나님께서 모든 사람에게 사랑과 자비, 연민, 풍요로운 삶을 선물하시는 좋은 소식을 전하고자 하는 사명을 다하게 된다.
