POSCO India에 관한 소식이 가끔 뉴스를 통해 접하긴 했습니다만, 이에 대해 심각하게 생각해보지 못했던 것도 사실인 것 같습니다. 일자리와 삶의 터전을 지키기고자 하는 한진과 강정에 대해 마음 아파하면서도 자원확보라는 이데올로기를 통해 한국 기업의 제국적 행태에 대해서는 눈감아온지도 모르겠습니다. 

 

마침 박노자교수님의 글이 한겨레신문에 실린 것을 계기로 인도와 CCA(아시아기독교교회협의회) 등 POSCO India에 관한 평화활동을 전개하고 있는 분들에게 기사를 영문으로 보내고, 관련 자료를 찾을 수 있는 사이트를 소개 받았습니다.

Beyond ‘Corporate Patriotism'

 

신문을 읽는 대한민국 사람이라면 아마도 포스코가 인도에서 큰 사업을 벌인다는 사실을 익히 알 것이다. 포스코가 지난 2005년 오리사 주정부와 1200만t 규모의 제철소를 짓기로 계약을 체결했다는 이야기를 매체들이 반복적으로 전해왔기 때문이다. 매체에서는 이와 같은 사실을 전할 때에 보통 ‘개선가’를 부르곤 했다. “포스코, 인도 사상 최대의 직접 외국투자” “포스코, 인도 시장 공략”…. 진보적 매체라 해도 이런 보도 태도를 큰 틀에서 공유한다. “국익에 이바지하는 해외 자원개발 사업”에 딴지를 건다는 것은, 국내를 지배하는 애국주의적 분위기에서 결코 쉬운 일이 아니다.

 

Any Koreans who read newspapers are probably well aware that Posco is working on a big project in India. It's because the media have repeatedly said that Posco signed a deal with the state government of Orissa in India in 2005 to build a 12 million ton steel mill. They usually called such news a 'triumphant song'. “Posco, the biggest foreign direct investor in the history of India", "Posco, taking over the Indian market"... Even the liberal media share the basic frame in covering such news. Expressing another opinion about overseas resource development projects promoting national interests is not an easy task by any means in the society where patriotism dominates.

 

 

그렇기에 대한민국 선남선녀의 절대다수는 인도에서의 포스코 사업을 알아도 딩키아(Dhinkia)라는 이름의 마을은 잘 모른다. 지금 이 마을에서는, 포스코 제철소 부지를 조성하기 위해 주민들의 땅을 빼앗으려는 경찰들과 조상의 땅을 지키겠다는 상당수의 주민들이 대치하는 중이다. 어른들만이 아니고 약 400명의 아이들까지도 한국 자본에 의한 조상 땅 침탈을 몸으로 막으려고 한다. 인도의 한 신문은 두달 전에 열살짜리 여자아이 상가미트라의 말을 전해주었다. “너무 피곤하고 지쳤지만, 경찰이 오면 나도 꼭 싸우겠다”는 말이었다. 주민들에게는 몇년이면 바닥이 날 ‘보상’이 아니라 조상 대대로 가꾸어온 땅이 필요한 것이고, 한국 자본의 탐욕을 채워주기 위해 이 땅을 내놓을 생각은 없다.

 

Such being the case, the majority of ordinary people in Korea do not know the village of Dhinkia while they know the Posco project in India. There is a confrontation in this village between the police taking the land to clear the site for the steel mill and quite a few residents defending the land owned by their ancestors. Not only grown-ups but also about 400 children resist land spoliation by the Korean corporation using their own bodies. "Too tired and exhausted but I'll definitely fight if the police come," Sanghamitra, a 10-year-old girl, is quoted as saying in a newspaper two months ago in India. What is needed for the residents is not the compensation which will run out in a few years but the land cultivated for generations. They have no intention of giving up the land to fill the greed of  the Korean corporation.

 

 

세계 각국에서 많은 환경·인권운동가들이 그 싸움에 연대운동을 벌였고, 그 유명한 국제사면기구(앰네스티 인터내셔널)까지도 지난 2월28일 성명에서 “인도 농민 약 2000명의 생계를 파괴할 수도 있는 포스코 프로젝트”와 그 반대자에 대한 유혈탄압 등에 깊은 우려를 표명했다. 그러나 대다수의 대한민국 국민은 세계의 양심이 한국 자본에 분노하고 있다는 사실을 까맣게 모르고 있다. ‘기업 애국주의’, 즉 전세계를 무분별한 돈벌이의 무대로 삼으려는 국내 기업들의 권익에 대한 무조건적 옹호를 당연지사로 아는 언론들이 이런 무지를 조장하고, 국내 피해 대중과 국외 피해 대중 사이의 연대를 방해하기 때문이다.

 

 Lots of human rights and environmental activists around the world held solidarity campaigns  and even Amnesty International expressed deep concern over the Posco project which could destroy the livelihood of 2,000 Indian peasants and the bloody suppression of protestors in a statement on February 28th.  Most Korean people do not know in the least that the world's conscience is indignant at the greedy Korean corporation. Not surprisingly, the media poster such ignorance showing unlimited support for the interests of corporations at home which regard the world as a stage for money- making and obstruct the solidarity between suffers at home and abroad.

 

 

근대 한반도에서 애국심이란 원래 피해자들이 공유하는 정서였다. 미국인이 조선 금 생산량의 4분의 1을 담당했던 평북 운산 금광의 개발권을 따내고 나서 거기에서 강제로 쫓겨난 조선인 농민·광부들이나, 일본인이 건설했던 철도들의 부지가 만들어지는 과정에서 그 땅에서 쫓겨난 조선 주민, 공장에서 일본인 동료 월급의 절반도 못 받았던 조선 노동자들이 공유했던 감정은 바로 피억압 민족의 애국심이었다.

 

Patriotism is originally the sentiment shared among suffers in the Korean peninsular in modern times. After Americans won the right to explore the gold mine in Unsan, Peong-buk, which acounted for a quarter of the gold production in Choseon Dynasty, Korean peasants and miners forcibly expelled from the site, local people  thrown out in the process of creating the site for railroads by the Japanese and workers who got less than half of the wage their Japanese co-workers got all shared the sentiment: the patriotism of the oppressed.

 

 

그러나 운산에서 미국인이 했던 일을 한국 자원개발 업체들이 외국에 나가서 밥 먹듯이 하는 지금 이 시대에, ‘중진국가’로서 세계적 야수의 대열에 합류한 대한민국에서 자본이 전유한 애국주의는 이제 피억압 민족의 억울함과 그 어떤 관계도 없다. 영원무역 등 한국 업체들의 살인적으로 낮은 임금 수준이 방글라데시 노동자들의 격렬한 시위를 유발했을 때, 유혈탄압을 받은 방글라데시 노동자들보다, 임시로 공장 문을 닫아야 했던 영원무역의 실적을 더 걱정했던 국내 일부 언론들의 태도야말로 이 ‘기업 애국주의’의 현주소를 잘 보여준다. ‘기업 애국주의’라는 정서 속에서는 예컨대 지금 초인적 투쟁을 벌이는 한진중공업 해고자 등 ‘기업의 이윤을 해치는 불순분자’들에 대해서는 ‘비록 같은 한국인이라 해도’ 추호의 동감도 없다. ‘국익’을 오로지 기업 이윤으로 해석하는 그 정서 속에서는 가진 자의 무한한 오만과 탐욕밖에 아무것도 보이지 않는다.

 

When Korean resource development companies are apt to do the same abroad now as the Americans did in Unsan, patriotism has nothing to do with deep sorrow of the oppressed nation in Korea where capital possesses patriotism exclusively, joining the ranks of global beasts as a semi-developed country. When Korean companies' cutthoat low-wage level(including Youngone Corporation) led in Bangladeshi workers' violent protests, some media at home showed more concern over the track record of Youngone Corporation which had to close the factory temporarily than the Bangladeshi workers who suffered from bloody suppression; their attitude clearly exhibits the current state of corporate patriotism. In the sentiment of corporate patriotism, they are never sympathetic at all toward impure elements damaging corporate interests- for example, the laid-off worker waging a strife with a superhuman effort- although the workers are the same Korean people. We see nothing but infinite arrogance and greed of the haves in this atmosphere where national interests are interpreted only as corporate interests.

 

 

국내 노동자들이 앞으로 나아갈 길은 ‘기업 애국주의’의 벽을 뚫고 전세계에서의 한국 자본의 모든 피해자들과 연대해서 같이 싸우는 일이다. 딩키아 마을의 저항 속에서 우리가 우리의 진정한 얼굴을 볼 줄 알아야 다 함께 모든 노동자·빈민들의 해방을 향해 힘차게 갈 수 있을 것이다.

 

The way workers at home to take for the future is that they should move forward beyond corporate patriotism and fight in solidarity with all the victims of Korean greedy companies around the world. When we see through our true selves in the resistance in Dhinkia, we can go forward powerfully toward the liberation of all workers and paupers.
