여기 헤브론의 이념적 유태인 정착민들은 계획에 따라 차근차근 나아가고 있다. 팔레스타인 사람들로부터 Old City와 귀중한 Ibrahimi 사원, 5개의 팔레스타인 상점, 사원 앞의 나머지 땅을 마침내 몰수하기 위한 전략들이 자리 잡은 것이 서서히 웨스트뱅크에서 특히 여기 헤브론에서 일하고 있는 우리들에게 점점 분명히 보였다.
외교는 실패하고 있다. 이스라엘 군사점령 60년 후에도 여전히, 가자 전쟁의 부당함과 함께 여전히, 더욱 최근의 Mavi Marmara 비극과 함께 여전히, 심지어 동결기간 동안에도 계속적인 정착지 건설과 함께 여전히...
그러나 세계는 이스라엘이 이 모든 엄청난 부당함에 대해 처벌받지 않은 채 저지 당하지 않은 채 지내게 하고 있다.
어제 Sukkot의 성스러운 기간 동안에 이스라엘과 웨스트 뱅크 정착지에서 온 방문객들이 헤브론의 몰수 지역에 정착민들을 위한 유치원을 헌정하였다.
게다가 정착민들은 헤브론의 큰 정착지를 사원에 연결하는 도로를 짓기 위해 허가증을 받으려고 애쓰고 있는 중이다.
현지 주민들은 정착민들이 원하는 것을 얻는다고 말한다. 정확한 시기 선택, 잘 통솔 받은 신중함, 불법적 땅 점유를 위한 많은 전략 등으로 이스라엘 정부가 하는 일은 평화의 가능성을 불가능하게 만들고 있는 것이다.
여기에서도 세계는 이스라엘에게 자유로운 지배를 허용하며 가볍게 넘어가고 있다.
지난 주 또 다른 작은 사건에서 이스라엘의 두 단계 국법(law of the land)이 우리 눈앞에서 펼쳐졌다.
검문소 가까이에서 이스라엘 병사들이 한 나이든 팔레스타인 남자의 차를 손상시켰다. 그 팔레스타인 남자는 심부름 몇 가지를 끝마치려고 차를 주차시켜 놓았던 것이다.
그 병사들이 그의 차를 손상시킨 것에 대해 사과를 받지 못했다. 배상도 받지 못했다. 그는 법에 의지할 수 없었다. 만약 팔레스타인 사람에 의해서 정착민의 차가 손상되었다면 팔레스타인 사람들에게 끔찍한 후속조치가 있을 것이다.
특히 미국 언론은 계속해서 팔레스타인사람들의 이동, 직장 접근, 집의 보안, 그리고 아이들을 위한 안전 등 인권을 위한 간청의 목소리를 무시하고 있다.
나는 종종 내 자신에게 물어본다. 이 사람들이 어떻게 마음속에 계속 희망을 품고 지낼까?
나는 그 사람들의 외침을 듣는다. 내 땅이 빼앗기도록 내가 무었을 했던가요? 그들은 왜 가지 않고 우리가 평화롭게 살도록 내버려 두지 않나요? 우리에게 무슨 일이 일어날까요?
그러한 탄원을 듣는 것, 나의 정부가 이렇게 많은 고통을 불러일으킨다는 것을 아는 것은 힘든 일이다.

Why Discouragement Sometimes Prevails in Palestine
The Jewish ideological settlers here in Hebron are moving ahead with their plans inch by inch. Slowly, it becomes increasingly clear to those of us working in the West Bank and especially here in Hebron that strategies are in place for eventually confiscating the Old City, the treasured Ibrahimi Mosque, the 5 Palestinian shops and the rest of the land in front of the Mosque from the Palestinians. Diplomacy is failing.….STILL after 60 years of Israeli Military Occupation, STILL with the injustices of the Gazan War, STILL with the more recent Mavi Marmara tragedy, STILL with the continuous building of settlements even during the “freeze.”. Yet, the World allows Israel to go unpunished, unchecked for all these gross injustices.
Yesterday during the holy days of Sukkot, visitors from Israel and the West Bank settlements “dedicated” a kindergarten for the settlers in a confiscated area of Hebron. Furthermore, the settlers have been working to get permission to build a road connecting a large settlement in Hebron to the Mosque/Synagogue. The locals say that what the settlers want, they get! With precise timing, disciplined deliberation, and much strategizing for its illegal grabbing of the land, the work of the Israeli Government makes the possibility for peace impossible. Here, too, the world stands by, allowing Israel free reign, with only a slap on the hand.
Last week in another ”small” incident, Israel’s two-level-law of the land played itself out before our eyes. Close to a checkpoint, the soldiers damaged the car of an elderly Palestinian man who had parked his car so he could complete some errands. He received no apology, no recompense for the soldiers’damage to his car. He has NO recourse to the law. If this had happened to a settler’s car by a Palestinian, there would be horrible consequences to the Palestinian.
The American press, especially, continues to ignore the voices of the Palestinians in pleading for their human rights: mobility, job accessibility, security in their homes, safety for their children. Rather, it accepts the victim language of the Israeli government and its need for “security”-- at any cost to the Palestinians. When reading the American press, it often sounds as though the writers have never seen the area nor the settlers nor all these aggressive government decisions in action.
I often ask myself: “How do these people go on with hope in their hearts? I hear the cries of the people: “What did I do to have my land taken from me?” “Why don’t they go away and leave us live in peace?” “What will happen to us?” It is difficult to hear such pleas and to know MY government is causing so much of this pain.
