10 Year Reflection and Vision on Sino-Japan-Korea Peace Forum

Evaluation on the 6th Sino-Japan-Korea Peace Forum
Theme: Undertake the Mission of Peace, and Build a Peaceful World
Time: December 19, 2015 - December 23
Participants: Around 80 seniors and youths from three country (including 26 participants from China, of which 14 participants are youths)
Location: Nanjing, China
1. Interaction, Close Communication and Fully Preparation among China, Japan and Korea YMCA.
The three YMCAs have run the preparatory work for a long period. Before the forum, China YMCA has invited Japan and Korea YMCA representatives to visit local government, communicate with keynote speaker, and carry out field research in both Nanjing and Yangzhou. Meanwhile, leaders of China, Japan and Korea YMCA maintained continuous discussion, especially holding a meeting before the forum.
During the forum, youth representatives from three country YMCAs read jointly designed peace prayer with respective language and struck the peace bell—the bell that features the culture elements of three countries, YMCA characteristics, and Peace meaning in Christianity.
2. Promote Youth Friendship Via Historical and Cultural Exchanges
Different from previous five Peace Forums, the 6th Peace Forum stuck to the theme of peace education with focuses on history and culture. During the forum, we arranged visit to Jianzhen Memorial Hall and Cui Zhiyuan Memorial Hall, making this forum covering the longest visiting route so far. By understanding those two historical figures that have made great contribution to Sino-Japan and Sino-Korea peaceful friendship exchanges, the three country YMCAs strived to raise youth’s awareness and responsibility of becoming peace maker of new generation.
3. Expand Peace Concept Connotation with Religious Dialogue as a Bridge
Peace is the common wish of all religions. During the 6th Peace Forum, the three county YMCAs arranged a dialogue about peace with Buddhist Priests in Yangzhou. This peace themed inter-faith dialogue was the first attempt by YMCA, which enhanced the consensus of peace in different religions, demonstrated the power of peace, as certained confidence in world peace, and showed the YMCA’s inclusiveness and openness. During the dialogue, Buddhist Priests introduced the concept of peace from Buddhism perspective, and proposed their approaches to practice peace mission. Youth from three countries joined the discussion regarding peace concept from Christianity and Buddhism perspective, youth’s opposition to violence, respect for life, and etc.
4. Practice Peace Action Plan Initiated by Youth
At the closing ceremony, youth from three countries combined their thoughts and feelings, and reported their peace action plan: to establish peace education web pages, to build peace education curriculum, and to let youth design next Peace Forum. Among them, peace education curriculum received the most attention and aroused a heated discussion. Representatives from three countries believed that peace education targeting youth is an effective and sustainable way to consolidate peace force, and should be considered as an important part in three country YMCA’s future cooperation.
5. The NCY China has started preparation of the peace webpage since 2016. The proposal was submitted to 2017 National Board Meeting and the budget got approved. However, this work was delayed because of government’s regulation on webpage.
Evaluation on Past Ten Year’s Sino-Japan-Korea Peace Forum
1. Sino-Japan-Korea YMCA Peace Forum has become an institutional international exchange program with positive influence, winning more and more attention and recognition from both government and media. Over the past decade, despite ups and downs of governmental relationship, the peace exchanges programs among three country YMCAs have been acknowledged by the government. During the special period of the intergovernmental relations between Japan and China, Japan YMCA organized as many as 31 delegates to attend the 6th Peace Forum in China. Meanwhile, Nanjing and Yangzhou government have provided great support for the Peace Forum in various ways including traffic. Though relations between China and Korea government have experienced twists and turns over the past year, the communication and contact between China and Korea YMCA remains continued. China YMCA has met no obstacle in the 7thpeaceforumrecruitment.
2. The Peace Forum has improved dialogue and communication among three country YMCAs, showed the positive role of NGOs in maintaining peace, and strengthened the youth’s confidence in peace. Through Peace Forum, the connotation of Peace has transcended the level of business exchange among three country YMCAs. It has become an exchange program about human spirit and common ideals of human beings, which will enhance communication between people. Such exchange program is significant not only to YMCA itself, but also for peace in Northeast Asia.
3. Through Peace Forum, local YMCAs have attached increasing focus on peace programs, and become more active in participating and promoting peace program in the big YMCA family. In the past decade, many China local YMCAs have restored partnership with Japan and Korea YMCAs, initiated the bilateral and trilateral cooperative programs, actively participated in peace education program, promoted peace in the social service project, and expanded the scope of participation from senior to youth.
4. Through Peace Forum, local YMCAs have gained experiences regarding the philosophy and method, and have applied them to the exchange with other countries, especially with Southeast Asian Countries.
5. In the past decade, three country YMCAs have composed and announced peace prayer in Chinese, Japanese and Korean language. They have also built together the peace bell with culture elements of the three countries, with YMCA characteristics and with peace meaning in Christianity. Besides, preparations for peace website have already started.
Suggestions for Future Peace Forum
Peace is an eternal theme. There is a lot more potentiality to be discovered in terms of channels and methods of peace building.
Currently, the Peace Forum is held every two years. To enhance communication and coordination during the two years, we suggest building a communication mechanism or platform at the leadership level, such as small scale peace working group.
At present, Nanjing, Hiroshima, and Gwangju are chosen by each country YMCA as base of peace education. We suggest strengthening the communication and interaction among the three cities. Perhaps we can recommend them to be included in the Alternative Tourism Project of APAY.

中日韩和平论坛十年回顾和展望
一、对第六次中日韩和平论坛的评估
主题:担当和平使命,建设和平世界

1. 中日韩青年会三方互动,密切沟通,充分准备
三国青年会进行了长时间的筹备工作,并邀请日本、韩国方面委派代表前来中国拜访当地政府,与主旨演讲教授沟通,并实地考察了南京和扬州。同时,中日韩青年会的高层也持续进行商讨,在论坛即将召开之前特别举行了三方约谈。
论坛中,三国青年会用各自国家的语言诵读了三国共同制定的和平祷文,一起敲响了三国共同铸造的有三国文化元素、有青年会特色和基督教和平意义的和平钟。
2. 以历史往来和文化交流为纽带,增进三国青年情谊
同前五次论坛不同,本次论坛侧重从历史和文化的角度紧扣和平教育的主题,精心安排了参观鉴真纪念馆和崔致远纪念馆,是路线最长的一次和平论坛。通过了解鉴真和崔致远两位为中日、中韩和平友好往来做出贡献的古代历史人物,三国青年以史为镜,意识到三国青年的历史角色应是作为新一代的和平使者,为三国的和平往来贡献力量。
3. 以宗教对话为桥梁,拓展和平理念内涵
和平是各宗教文化共通共融的愿望。和平论坛安排三国与会代表在扬州同佛教法师进行和平理念的座谈,是青年会首次尝试以和平为主题进行跨宗教的对话,增进了不同宗教在和平领域的共识,展示了和平的力量,坚定了建设和平世界的信心,展现了青年会的包容性和开放性。在座谈中,佛教法师从佛教义理出发,阐述了佛教视角下的和平观念,并提出了践行和平使命的若干途径。参与会谈的三国青年还饶有兴趣地就基督教与佛教的和平观念的旨趣、青年如何为反对暴力,尊重生命等话题与佛教法师展开问答,获得了热烈的反响。
4. 以青年力量为主导,践行和平行动计划
在闭幕式上,三国青年综合论坛中产生的感想和心得,分别制定并报告了各自的和平行动计划:建立起和平教育网页,制定和平教育课程,并由青年人来主导制定下届论坛方案。其中关于和平教育的内容得到最多关注,引发了热烈讨论。各国代表认为,针对青年人开展和平教育是巩固和平力量的有效措施和长久之计,应当成为今后三国青年会合作开展和平行动的重要内容。
5. 协会从2016年开始已经着手准备和平网页的制作,2017年初报理事会,并通过了相关的预算。由于政府对网页/网站的监管,此项工作比预期有所延缓。
二、对过去十年中日韩青年会和平论坛的评估
1. 中日韩青年会和平论坛已经成为中国青年会的一项制度性的国际交流项目,越来越得到政府和媒体的重视和认可,具有一定影响力。在过去的十年中,即便是中日、中韩政府间关系出现阴影的时期,中国青年会与日本、韩国青年会的和平交流活动始终得到了政府的肯定和关注。在中日政府间关系的特殊时期,日本青年会组织了多达31名代表前来参加第六次中日韩和平论坛;南京和扬州政府都为活动的各方面包括交通提供了支持。在中韩政府间关系经历了很大波折的过去一年中,中韩青年会之间的交流和联络继续保持;此次中国青年会组团赴韩参加和平论坛招募过程中,各地报名踊跃,也没有遇到障碍。
2. 和平论坛增进了三国青年会的对话和沟通,显示了民间组织在维护和平中的积极作用,坚固了青年的和平理念。三国青年会透过论坛所展现的对和平的深层理解,其内涵已经超越了青年会之间在项目或业务层面的交流,而是一个带有人文精神、涉及人类共同理想、有利民心相通的交流活动。这样的交往,无论是对青年会本身,或是对东北亚区域和平局势而言,都有积极的意义。
3. 通过中日韩和平论坛,地方青年会越来越关注和平事工,在青年会大家庭中更积极参与、推动和平事工。十年中很多市会不仅与日本、韩国建立恢复了伙伴关系,开展了双边、三边合作项目,而且积极参与和平教育事工,并在社会服务项目中推广和平理念参与的范围也由高层扩展到更多的青年参与。
4. 通过中日韩和平论坛,地方青年会借鉴和平事工的理念及方式,将其应用到与其他国家、尤其是与东南亚国家的交流中。
5. 十年中,三国青年会合作,分别制定并发布了三国文字的和平祈祷文;共同铸造了有三国文化元素、有青年会特色和基督教和平意义的和平钟;启动了和平网页的筹备工作。
三、对于今后中日韩青年会和平论坛的建议
和平是永恒的主题,建设和平的方式和渠道上有更多的潜力有待我们发掘。
1. 目前中日韩青年会和平论坛每两年举办一次。建议针对两年之间的协调沟通建立一种领导层面的机制或平台,诸如小规模的和平工作小组。
2. 目前中日韩青年会和平论坛将南京、广岛、光州分别作为三国的和平教育基地,建议加强三个和平教育基地之间的交流与互动,将三个和平教育基地纳入APAY推广中的Alternative tourism项目中。
